Units are hard-capped depending on where they actually were in the FOC of their own codex. The best way to summarize the mod is as the most comprehensive “closer-to-codex” mod ever made. They just released a new version, and a few days ago, I tried it out - and wow, just. Really, this mod is the game I was hoping dawn of war 2 would be, no joke.
